George Khelashvili – Georgian Perceptions of the North Caucasus and of US-Russian Relations

The main argument of this paper is that neither the Georgian nor Russian government has changed its position in the conflict or its underlying assumptions about regional politics — this situation sets the “frozen” conflict on an unavoidable collision course over the next few years 다운로드. This danger is also due to a certain angle entertained by the current Georgian leadership in its confrontation with Russia as a response to the obvious power asymmetry between the two countries 스나이퍼 엘리트 다운로드. First, the Georgian government cautiously sought to undermine Russia’s authority in the North Caucasus. Second, Saakashvili apparently tried to re-open the rift in US-Russian relations in order to capitalize on the two great powers’ differences 다운로드. This paper examines underlying assumptions and possible implications of these two approaches.

Gela Merabishvili – Georgia’s Foreign Policy Priority: Relations with the European Union before and after the Change of the Government

Saakashvili and his government had a strongly articulated pro-Western foreign policy discourse directed at Georgia’s integration into the EU and NATO 다운로드. However, the actions of the government often did not follow the EU guidelines. This inconsistency was particularly vivid in Georgia’s ultra-liberal economic policies and poor level of democratic change 다운로드. The Georgian Dream government introduced a new dimension in the country’s foreign policy agenda: normalization of relations with Russia. While the opposition fears that the Russian dimension will endanger EU-Georgia cooperation, the pragmatic foreign policy approach of the current government leaves much hope for the closer political association and deeper economic integration of Georgia with the EU 음성 녹음 다운로드.

Niklas Nilsson – The October 2012 Elections and the Role of Democracy in Georgia’s Foreign Policy

This paper explains why democratization has obtained a central role in Georgia’s foreign policy since 2003. The paper’s main argument is that Georgia’s pursuit of integration with the Euro-Atlantic security community and building a strong relationship with the U.S 다운로드. required a strong emphasis on Georgia’s international image as a democratic reformer. The paper also argues that the outcome of Georgia’s parliamentary elections in October 2012 should be understood in this perspective 피싱마스터 다운로드. The fact that the elections were free and fair enough to allow for the opposition’s victory is attributable to the ruling party’s perceived need to maintain Georgia’s international image as a democratic reformer 다운로드.

Giorgi Gvalia, David Siroky, Bidzina Lebanidze & Zurab Iashvili – Thinking Outside the Bloc: Explaining the Foreign Policies of Small States

What explains change and continuity in the foreign policy behavior of small states? The standard emphasis is made on external and international factors with the conclusion that small states are more likely to bandwagon with threatening great powers than to balance against them 다운로드. Contrary to this approach, this article suggests that state- and individual-level variables can play a greater role in explaining the foreign policy behavior of small states and that small states sometimes choose to balance rather than bandwagon, especially when elite ideology is deeply embedded in formulating foreign policy 007 스펙터.
